An accident has just happed with a huge number of victims. Alive people are moved to a central hospital with three types of patients given in the following table.

Doctors in this hospital are divided into three levels depending their professional skills. The lower level is, the better the doctor's skill is.

The duration of time required by each type of doctors to treat depending on cases and is given as

Risk is the probability of fail treatment which always exist in every case. The risk depends on doctor's experience and is given in the table

The requirement is that each doctor's work time has to be lower than (hour) to avoid burn out.
